Introduction

It’s not your imagination.

This year’s Q4 workforce planning is indeed a little tougher than in years past. Growth hasn’t disappeared, but finance is planning for much less of it. Gartner’s CFO survey1 shows expected headcount growth slowing from 6% in 2025 to 2% in 2026.

Meanwhile, leaders are still asking for growth: in our 2027 Peer Benchmark, 83% of HR, Talent Acquisition, Procurement and IT leaders expect their function’s budget to grow, and 58% expect permanent headcount to grow. Those are requests, not approvals, and the gap between the two is where the scrutiny is most intense.

And regardless of your role (hiring, budgeting, or managing people/external spend) you might be feeling a little extra planning pressure this year. It’s the pressure to always deliver more, to justify your spending and add any headcount only when absolutely necessary, and it tends to show up in three distinct ways.

Defending your 2027 number

The first way you’ll feel that pressure is in having to defend your 2027 number, whether that’s a budget, a headcount request or total workforce spend. Whichever it is, expect more scrutiny this year, and not only when the number is going up. Gartner found that 77% of CEOs are pursuing cost-efficiency measures,3 which puts workforce spend under magnified scrutiny. A cut has to be defended, and an increase has to show its return.

Either way, finance will ask the same questions: what does each role fully cost, when does it actually start, and what outcome does it deliver?

“Start” is where many plans slip. In our survey, 40% of HR leaders report an open, budgeted vacancy rate of 11% or higher.2 A number that assumes every budgeted seat is filled on day one is an easy one for finance to pick apart.

Time to get your planning kit

Fortunately, our 2027 Workforce Planning Kit can help you back your case. It brings together three useful resources:

Use them to show up armed with more than a headline number: peer data to test your assumptions against, a clear view of the trends finance is reacting to, and the questions to that pressure-test your plan before it reaches the budget meeting.

This way finance sees an actual business case, not just a vague request. And the HR Self-Check in our Peer Benchmark asks the question to settle first: is your current vacancy rate reflected in your 2027 budget request, or is it based on target headcount alone?

Start filling the hard roles. Stop focusing on activity.

Most workforce report templates are built to show activity and motion: requisitions opened, submittals sent, interviews scheduled. But that’s not enough when finance is asking harder questions. The demands have changed. Leaders now have to show what critical roles got filled, how fast and at what cost. Simple activity counts can’t answer that.

The hard-to-fill roles are where that gap shows. In our 2027 Peer Benchmark report, 58% of leaders across all functions cite talent or skills shortages as a top three obstacle to their 2027 priorities, the most common answer in the survey.2 And only 10% of IT leaders say they can fill a specialized technical role, such as cybersecurity, data or cloud, in under 30 days.2

That’s one of the many reasons we created this 2027 Workforce Planning Kit. It can help you swap a typical activity dashboard for meaningful outcome measures. The Peer Benchmark gives you a reference point for time-to-fill and cost-per-hire, so you can see how your numbers compare with what peers report, not just your own history. and price out what each extra week a hard role stays open costs your own plan.2

The Talent Acquisition Self-Check goes a step further, asking which skill categories are driving your open-role aging and whether an internal talent pool could be tapped before you default to another agency.

The Workforce Decision Guide adds a test for any workforce partner: can they repeatedly supply hard-to-find skills without adding to your internal headcount, backed by documented pipelines and fill-rate performance, and shorten the distance between an approved req and value delivered?

Bring more spend under oversight, without adding headcount.

We’re already hearing that contingent and non-employee labor is a big share of the workforce spend. We call this the “extended workforce”: the contingent workers, independent contractors and freelancers, and statement-of-work (SOW) engagements that sit outside your permanent headcount.

The bigger issue is how scattered it is: in our 2027 Peer Benchmark, 55% of organizations manage contingent talent and delivery through four or more separate vendors or systems.

That means visibility, pricing and performance data end up spread across systems that don’t talk to each other, and few teams have the headcount to chase them down. The Workforce Decision Guide points to the fix: standardized pricing, fewer suppliers and real spend visibility that turn workforce investment into a managed budget, plus centralized dashboards instead of manual spreadsheet stitching from scattered suppliers.3 The goal isn’t more people watching more spreadsheets; it’s visibility that comes built in.

The kit can help you better navigate this issue. Whoever owns external spend in your organization, the Procurement Self-Check in the Peer Benchmark² gives you three questions to answer before you plan: What share of your SOW engagements are governed centrally? Which suppliers are strategic, and which are consolidatable tail spend? And could you act on a cost or performance issue within days, rather than at renewal? The Guide’s questions on cost control and on data and decision support give you a ready set of questions to put to any workforce partner.

In the SIA showcase asset, you’ll specifically see what automation can look like in real life: AI agents that classify and route work requests and generate structured SOWs, and, per Guidant’s own reporting, more than 187,000 hours saved across client and internal resources.

Take action now

So now let’s see where you and your company stand. Consider these three pressures (or even just the one that specifically applies to your role) while you put together your workforce plan. Review all three assets in our kit, get the data, and build the business cases.

Whether you’re defending a number, filling a hard role, or pulling spend under control, the 2027 Workforce Planning Kit gives you peer benchmarks, independent research, and practical decision questions to prove it.

When finance wants proof, the best-evidenced plan wins.
